“Euro coins intended for circulation are legal tender throughout the euro area. To inform the public and all parties that handle coins, the Commission publishes descriptions of the designs of all new coins. In accordance with the conclusions adopted by the Council on 10 February 2009, euro area Member States and countries that have concluded a monetary agreement with the European Union providing for the issuance of euro coins are authorized to issue commemorative euro coins for circulation under certain conditions, notably that they are only 2-euro coins. These coins have the same technical characteristics as other 2-euro coins, but their national side features a highly symbolic commemorative design at the national or European level.” — European Union
